At his daily press briefing on Sunday April 26th 2020, Governor Cuomo announced a two phase re-opening plan, that would start with construction and manufacturing with time to measure any potential spread of COVID-19. If all goes well, step two would commence along with more measuring for the virus.
The early stages of the reopening plan is divided into two parts:
Construction and manufacturing in low-risk environments.
Restart "more essential, lower-risk" businesses, a category that has not yet fully been defined but that state officials are asking companies to begin planning.
Also, Cuomo mentioned some regions of New York State will be allowed to begin reopening when his businesses and school shutdown order expires on May 15. However, protocols for how to do reopening businesses are still being worked out.
